If you currently have AUTO INSURANCE & it fully covers rental cars
or if you are working for State, City, County, University, TCC or you are a member of
Tallahassee Chamber of Commerce and your employer has registered with Express Rent A Car Discount Club

If you pay with a DEBIT or PRE-PAID CARD & DO NOT have auto insurance
to cover the rental car, in addition to the required deposit, you need to show a PROOF OF RESIDENCY
such as utility or phone bill & also a proof of employment such as check stub all with DRIVER NAME on them.
The security deposit will be refunded back to you when you return the rental vehicle with NO damages.
We pay back the deposit with a check that you can cash immediately or we credit your card and it takes three or four business days to show up on your account..
Express DOES NOT accept cash but you can get a
Western Union PRE-PAID DEBIT CARD from Florida Union next door at lower cost.

Drivers over 25 years of age using major credit card:
No deposit required just the rent fee.
Drivers age 21 to 25 using major credit card:
$200 Deposit plus rent fee.
Drivers over 25 years of age using debit card with own full coverage insurance for rental car:

- A copy of driver’s last month utility & telephone bills with local address
- A copy of recent paycheck stub from a LOCAL employer.

Express Rent a Car places a charge on the above deposit and total rental fees against your account. 100% of the deposit will be credited back to the driver as long as the vehicle is returned in the same condition as received without any damages and all terms of Express Rent A Car has been followed.
Any portion of the deposit owed to drivers will be mailed to driver’s address or can be picked up by the driver. Deposits will be in form of check. Deposit refund is in form of a check and can be cashed immediately can be cashed immediately or it can be credited back to your card.
The amount of the deposit may not cover the total cost of repairs and reconditioning of the vehicles. Drivers are responsible for labor, materials and all other related repair cost. In the event Express Rent a Car obtains legal services to collect any amount due drivers are responsible to pay for all reasonable legal fees.
THE ABOVE RATES AND FEES MAY CHANGE AT ANY TIME WITHOUT PRIOR NOTICE
The above information and agreement is an addendum to other contracts and agreements signed by the driver. Driver has 100% agreed with all Express Rent A Car terms and policies and has accepted full responsibility to pay for all damages and any amount owed according to the rental agreement
EXPRESS RENT A CAR DEPOSIT REFUND AGREEMENT
The security deposit will only be refunded if the Rental Vehicle is returned in the same shape and condition as it was received by the Authorized Driver and all the terms and policies of Express Rent A Car has been followed 100%. No portion of the security deposit will be refunded back to drivers if the rented vehicle was stolen or damaged by an accident. Since Express Rent A Car has elected a higher Insurance Deductible for its rental vehicles NO portion of the Renter security deposit will be refunded if the rental vehicle is stolen or damaged by other individual or driver. No portion of the renter security deposit will be refunded back to driver even if the driver of the rental vehicle was not the party who caused the accident and damages to the rental vehicle.
Express Rent A Car will deduct $75.00 from the security deposit or will charge the driver if anyone smoke inside the rental vehicle.
Express Rent A Car will deduct $50.00 from the security deposit or will charge the driver if the rental vehicle is returned un-cleaned.
Express Rent A Car will deduct from security deposit or will charge the driver the cost of fueling service and gasoline if the rented vehicle is returned less than FULL.
If any portion of the security deposit is refunded back to the Authorized Driver it will be in form of a Business Check and will be mailed to the Driver’s mailing Address or can be picked-up ONLY by the Authorized Driver during the next business day.
Driver of the rental vehicle has reviewed this and other Rental Agreements and has fully accepted and agreed with all the Express Rent A Car terms and rental policies before signing.

Premium vehicles are only available for drivers above age 25 with minimum $500 deposit if paid by a debit card.
Reservations are made by first come first serve. Express Rent a Car does
guarantee a rental car for every reservation.
Express Rent a Car takes the reserved vehicle out of the available fleet list of
selected dates until the driver arrives on the selected date and time.
There will be a $20 non-refundable deposit to save the reservation; The
reservation charge will be credited toward the final rental cost.
Drivers must be 21 and older with valid driver’s license to rent a vehicle. By law drivers must carry valid automobile insurance coverage. Supplemental liability insurance (SLI) and Personal Accident Insurance(PAI) are available at an additional $16 per day.
CAR RETURN POLICY
To avoid paying for an extra day rental fees return the vehicle on time.
You may call and ask for a MAXIMUM 2 HOURS free approved delay time.
If return time is delayed by more than 2 hours driver will be charged
for a full one additional day rental fee.

Rental Agreement & Drivers Policy
ALL RENTERS SHOULD READ THIS AGREEMENT BEFORE SIGNING.
This agreement is an addendum to the additional contract signed by renters.
Drivers must be 21 and older with a valid driver's license to rent a vehicle. By law, drivers must carry valid automobile insurance coverage. Supplemental Liability Insurance (SLI), Personal Accident Insurance (PAI) and Personal Effects Protection (PEC) are available at an additional fee.
In case of accident, Please check your Glove Compartment and follow the provided Instructions.

Deposit: Express Rent a Car places a charge for the deposit and total rental fees on the driver’s credit/ debit card. Deposit will be credited back to the driver as long as the vehicle is returned in the same condition as received without any damages and all terms of rental agreement is fulfilled.
Rental period will not be extended unless additional rent fee is paid before the original return date is expired.

Smoking Policy: We have smoke free policy for all of our rental vehicles. If there is evidence such as cigarette ashes, smell or wrappers, there will be a charge of $75 for the cleaning and refurbishing of the vehicle.
Excessively Dirty Policy: Express Rent a Car strives to give you a clean vehicle at the time of rental. If the vehicle is excessively dirtier than when the vehicle was rented, the driver allows Express Rent a Car to charge a cleaning fee of $50. It is the driver's responsibility to keep the vehicle in a reasonably clean condition.
Vehicle Key Replacement Policy: In the case of lost remote/keys, call Express Rent a Car immediately. Drivers are fully responsible for the rental vehicle, keys and electronic remotes. It will cost the driver $350 to replace the electronic remote and the laser cut chip and $35 to replace the regular keys. Drivers are responsible to cover all the cost associated with key/remote replacements. In the event Express Rent a Car is asked to mail the key, in addition to the above costs the driver will also cover the shipping cost.
Minor Necessary Maintenance: In the event the rented vehicle sustains minor maintenance problems during the rental period the driver must contact Express Rent a Car immediately. An Express rent a Car agent will direct the driver to a certified maintenance repair location. Driver will not be credited or reimbursed for any UNAUTHORIZED repairs. Driver must contact EXPRESS RENT A CAR for prior authorization of any repair costs.
GPS Vehicle Locator Device: All Express Rent a Car's fleet are equipped with a professionally installed & factory designed locator device. Express Rent a Car Employees, authorized agents & law enforcement authorities are allowed and have access to the locator device 24 hours a day. The locator device may be used and checked without prior notice. Express Rent a Car Employees, authorized agents, & law enforcement authorities are able to remotely disable the vehicle engine without prior notification.
Fuel Policy: All vehicles are rented with a full tank of fuel. We require drivers to return our vehicles with a full tank of fuel. In the event any rented vehicle is returned with less than a full tank, Express Rent a Car reserves the right to charge $4.00 per gallon plus a $10 service charge.
Failure to return rented property or equipment upon expiration of the rental period and failure to pay all amounts due (including costs for damage to the property or equipment) are prima facie evidence of intent to defraud, punishable in accordance with section 812.155, Florida Statutes.
An Express Rent a Car agent has asked all drivers to fully review, ask questions & understand the terms of all agreements and policies before renting a vehicle.

EXPRESS RENT A CAR EMERGENCY ASSISTANCE
Before driving a rental vehicle all drivers much check the following: Breaks, Break Lights, All Lights, Emergency Break, All five tires Air Pressure, Tires Condition, Jack Assembly, Engine or other Warning Lights, Electronics and AC/Heat operation. Drivers should also ask about the operation of the switches, electronics and the Jack Assembly. There is a Road Side Assistance information in the glove compartment. National Automobile Club (NAC) is the only authorized road side emergency service approved to assist Express Rent A Car drivers. Phone # is 1-800-328-7272 Account # is 8500267
In case of a flat tire: The Authorized Driver should park the vehicle in the safe location away from on going traffic and review the NAC 24 hours Road Side Emergency Service information located in the glove compartment and contact the operator. Drivers are allowed to replace the flat tires as long as they are fully knowledgeable, capable and have changed tires several tires in the past. Express Rent a Car recommends contacting the NAC road side service and ask for assistance but this service may take more than 45 minutes. Please be informed of your location before calling the NAC operator. This service is free and the driver will not be charged.
In case of lockouts or fuel delivery: If the Authorized Driver choose to contact NAC for assistance Express Rent A Car will charge the driver $125.00 for this service.

Please take several pictures of both vehicles involved in the accident.
Ask for a copy of Police Accident Report, other driver auto insurance and driver license information. You have already
signed a rental agreement and accepted the full responsibility to pay for all damages to the rental vehicle. Obtaining the
above information may reduce your obligation.
If the Police Report indicates that the other driver has caused the accident and the rental car driver is not the responsible party you need to contact the other driver's insurance company and report the accident and ask to provide you with a replacement vehicle.
